The South Staffordshire District Council recently paid heartfelt tributes to Roger Lees, the former council leader who passed away at the age of 82. During their meeting on Tuesday, May 5, council members observed a minute of silence to honor his memory following the announcement of his death the previous week.
Roger Lees assumed leadership of the district council in 2021 and was awarded the British Empire Medal in 2024 for his dedicated service to the community. Although he stepped down from his leadership role later that year, he continued to contribute as a member of the council’s cabinet.
Councillor Lees devoted 35 years to local government. He began his public service career with his election to Swindon Parish Council in 1991. In 2007, he won a seat on the South Staffordshire District Council and joined the cabinet in 2009. His leadership saw the council receive the prestigious Council of the Year award in 2022.

Among his significant achievements was the development of the Codsall Community Hub, a £10 million project uniting healthcare facilities, a nursery, and council services under one roof. This initiative greatly improved access to key services for local residents.
At the tribute, current council leader Kath Perry highlighted Roger’s commitment to community safety, especially through his strong collaboration with Staffordshire Police. His efforts ensured enhanced police presence at the Codsall Community Hub, adding to local security.
Councillor Perry remarked, “He championed several vital programs for the district, always prioritizing community safety. Roger was a dedicated ambassador for South Staffordshire, ensuring community priorities were safeguarded amid challenging national policy changes. He also led the Rural Exception Housing Site scheme in Swindon, helping local people remain within their village community.”
Council chief executive Dave Heywood expressed deep condolences, saying, “Roger was a pleasure to work with and will be very sadly missed.”
Outside of council affairs, Roger Lees also served as a magistrate on the South Staffordshire bench for 35 years, further demonstrating his commitment to public service.
Mike Wood, Member of Parliament for Kingswinford and South Staffordshire, shared his sadness on social media: “Roger was an outstanding leader who transformed South Staffordshire District Council into one of the best-performing councils nationwide. He will be greatly missed. Our thoughts are with Janet and the Lees family during this difficult time.”
