Greg Jackson, chief executive of Octopus Energy, has sparked debate by suggesting that some consumers might accept occasional blackouts in exchange for significantly lower electricity bills. Speaking at an industry conference, Jackson highlighted that, in countries like Spain, many households would willingly endure “the odd blackout” if it meant cutting electricity costs by around 25%.
“To be clear, I’m not advocating for blackouts,” Jackson emphasized, “but if you asked Spanish consumers whether they’d accept occasional blackouts in return for lower electricity prices, reduced price spikes, or a more stable economy, a significant number would say yes.”
He also pointed out that modern technology, such as home batteries, means people are more resilient to short power interruptions than before. “Nowadays, many already have battery storage that can cover a couple of hours without power,” Jackson noted.

An Octopus Energy spokesperson reinforced this viewpoint, stating that countries leveraging cheap renewable energy combined with system flexibility—like Spain—experience lower energy prices and less exposure to market spikes. Conversely, the UK’s heavy investment in grid infrastructure could lock consumers into higher costs for decades, especially if some expenditures prove unnecessary.
“Building flexibility into the system drives bills down,” the spokesperson said. “Ignoring this risks overbuilding and increased costs for years to come.”
Fintan Slye, CEO of the National Energy System Operator, responded by assuring that while transformational changes in electricity consumption are expected, they will stop short of causing blackouts.
In a related initiative, Octopus Energy has partnered with Muirhouse Housing Association in Scotland to roll out its innovative Tenant Power tariff to over 30 social homes.
