DWP Updates Rules for PIP and DLA: Motability Scheme Changes from July 1

Starting July 1, significant changes will be made to the Personal Independence Payment (PIP) and Disability Living Allowance (DLA) through updates to the Motability Scheme, the Department for Work and Pensions (DWP) has announced. These adjustments aim to better reflect the needs of claimants and ensure the scheme remains fair and sustainable.

The revised Motability Scheme will impact recipients of DLA, PIP, and other disability benefits. One of the key updates involves tyre replacements. Tyre changes will continue to be covered under the scheme’s terms and conditions but only when they fall “within fair use.”

For claimants with a three-year lease, up to six tyre replacements will be allowed, with a maximum of four permitted for damage-related reasons. Those on a five-year lease can replace up to ten tyres, six of which can be due to damage.

A Motability spokesperson explained, “We’re committed to helping you stay mobile and will ensure you understand any potential costs beforehand. Our fair usage policy is being refreshed to align with how tyres are used today.”

The spokesperson added, “On average, customers replace two tyres or fewer over a three-year lease. The new limits are designed to meet the needs of most people. Additionally, as we reduce the mileage allowance included in leases, it’s appropriate to update the tyre replacement policy accordingly.”

These changes may also affect claimants in Scotland receiving Adult Disability Living Allowance, Adult Disability Payment (ADP), and Child Disability Payment (CDP).

Motability also reminded claimants needing tyre replacements that if their vehicles have locking wheel nuts, they must bring the locking wheel nut key, typically found in the boot. For individuals with accessibility needs, it is advised to contact local centres in advance to ensure accessibility, as most locations are step-free but some centres remain in older buildings with limited access.

The tyre replacement service is provided in partnership with Kwik Fit, which operates branches including in Birmingham.
