Birmingham Clean Air Zone: Boundaries, Rules, Payments, and Penalties

Since its launch on June 1, 2021, Birmingham’s Clean Air Zone (CAZ) has been operational 24/7 to improve air quality in the city centre. Drivers need to be fully aware of the CAZ boundaries, rules, charges, and potential fines to avoid costly penalties.

The CAZ covers the entire area inside the A4540 Middleway ring road, including major routes such as A38 Bristol Road, Dartmouth Circus, the Jewellery Quarter, and Digbeth. Importantly, driving on the Middleway itself does not incur a charge, as it marks the perimeter of the zone. The zone is clearly indicated by road signs showing a green cloud with a letter ‘D’, identifying it as a Class D Clean Air Zone.

Whether you have to pay a daily charge depends primarily on your vehicle’s emission standards rather than its age, although age often correlates with compliance:

  • Petrol vehicles: Must meet Euro 4 standards or newer (generally petrol cars registered from January 2006 onwards).
  • Diesel vehicles: Must meet Euro 6 standards or newer (generally diesel cars registered from September 2015 onwards).
  • Electric and hydrogen vehicles: Fully exempt and compliant.
  • Hybrids: Must meet the relevant petrol or diesel standards depending on their engine type.
  • Motorcycles and mopeds: Fully exempt from charges regardless of emissions.

If your vehicle does not comply, you face a daily flat charge from midnight to midnight, meaning entering before midnight and leaving after will count as two days:

  • £8 per day for private cars, taxis (both Hackney carriages and private hire), and light goods vehicles (vans/minibuses).
  • £50 per day for heavy goods vehicles (HGVs), coaches, and buses.

Payments can be made starting six days before entering the zone, on the travel day, or up to six days afterward. Failure to pay within six days triggers an automatic Penalty Charge Notice (PCN) of £120, which reduces to £60 if paid within 14 days.

Certain vehicles and circumstances grant exemptions, including those with “disabled” or “disabled passenger” tax class status, historic/classic vehicles over 40 years old, and military vehicles. Additionally, visitors to Birmingham Children’s Hospital, Badger Medical, or Bath Row Medical Practice can obtain vouchers from these facilities to waive CAZ charges for their appointment day.

Understanding these rules will help you avoid unexpected fees and contribute to cleaner air in Birmingham.
